GENERAL
PROVISONS

Article 1

The Association of Police Training Institutions in Asia (APTA) is hereby established.

Article 2

The vision of the APTA is “Shared Growth through Cooperation.”

Article 3

Reciprocity and partnership are APTA’s core values.

Article 4

Definitions of the terms in this Protocol are as follows:

  1. A “Police Training Institution (PTI)” is an organization mandated to provide educational and/or training services to prospective and/or incumbent police officers.
  2. “Personnel” of a PTI includes its trainees, faculty members, and administration staff.
Article 5

The APTA’s objectives are:

  1. To establish a multilateral platform among PTIs in Asia with a goal of promoting more effective and practical cooperation in police training;
  2. To facilitate the exchange of personnel, knowledge, and resources among PTIs in Asia as a means to improving the standards and quality of police training within the region and beyond;
  3. To encourage networking among trainees of PTIs in Asia with a view to broadening their mutual understanding and building friendly relationship as future generations of police officers within the region and beyond; and
  4. To contribute to the collaborative endeavor of PTIs in Asia to deal with challenges from crimes of transnational nature within the region and beyond.
Article 6

The APTA pursues its objectives through the following activities:

  1. Annual Meetings, Liaison Working Group meetings, and ad hoc meetings;
  2. Personnel exchange programs and networking events;
  3. Curriculum-sharing, joint research and periodic conferences; and
  4. Information sharing, publication, and other activities deemed necessary to achieve its objectives.
Article 7

Members of the APTA shall respect this Protocol within the scope of their domestic laws and international laws, without prejudice to the extant agreements between the members.

MEMBERSHIP

Article 8

The membership categories of the APTA shall be Members and Dialogue Partners.

Article 9

A Member shall be any of the following:

  1. A national or sub-national PTI in Asia which provides academic and/or practical police training for two to four years upon the completion of which its trainees are appointed to police posts.
  2. An educational or academic institution in Asia which has a department or faculty dedicated to police or crime-related studies which provide a four-year degree program upon the completion of which a substantial number of its graduates are appointed to police or other law enforcement posts.
  3. A national or sub-national PTI in Asia which provides in-service training to active police officers on specialized areas of policing such as digital forensics, crowd management, etc.
Article 10

A Dialogue Partner shall be any of the following:

  1. An educational or academic institution in Asia renowned in police or crime-related studies and whose trainees enter into a career related to police or other law enforcement.
  2. A PTI which qualifies as a Member but is located outside Asia, or an international organization or an academic society relevant to police training or other areas of policing.

STRUCTURE

Article 11

The APTA shall comprise:

  • General Assembly
  • President and Vice Presidents
  • Secretariat and Liaison Working Group

The Association may establish additional sub-organs through the General Assembly’s decision.

GENERAL
ASSEMBLY 

Article 12

The General Assembly shall be the main decision-making organ of the Association,

composed of delegates appointed by the Members of the APTA.

Article 13

The functions of the General Assembly shall be the following:

  1. To elect President and Vice Presidents;
  2. To guide and authorize any change to the Protocol;
  3. To authorize activities of the Secretariat and the Liaison Working Group;
  4. To make recommendations to Members;
  5. To approve, change, or withdraw Membership; and
  6. To authorize any agreement between the APTA and other organizations.
Article 14
  1. The General Assembly shall convene in the Annual Meeting.
  2. The General Assembly shall make decisions by a simple majority vote except when the Protocol requires a two-thirds majority.
  3. Each Member of the General Assembly shall have one vote at the Annual Meeting.

PRESIDENT AND
VICE PRESIDENT 

Article 15
  1. President and two Vice Presidents are elected by the General Assembly for a term of two years by two-thirds majority of the Members present at the Annual Meeting.
  2. President and two Vice Presidents are represented by the head of Member institutions.
Article 16

The President shall:

  1. Preside over meetings and other activities of the Association;
  2. Ensure that the activities of the Association are in conformity with the Protocol and the decisions of the General Assembly;
  3. Facilitate participation of and coordinate cooperation among PTIs in Asia; and
  4. Guide and supervise the Secretariat.
Article 17

The Vice President shall:

  1. Advise the President on his/her roles and responsibilities; and
  2. Serve as the Acting President in case of the President’s absence.

SECRETARIAT
AND LIAISON WORKING GROUP 

Article 18
  1. The Secretariat of the APTA shall be established and operated in the Korean National Police University until the General Assembly decides otherwise.
  2. The Director of the Secretariat shall head the office and report to the President.
Article 19

The Secretariat, under the guidance of the President, shall be responsible for working-level planning and operations of the Association, including administration and communication, among others.

Article 20

The Liaison Working Group comprises liaison officers designated by respective APTA Members.

Each Member shall update the Secretariat with the latest contact information of its liaison officers without delay.

Article 21

The Liaison Working Group shall:

  1. Refine and improve this Protocol under the guidance of the President through the Secretariat; and
  2. Function as the primary communication channel and focal point among the Secretariat and respective Members.

FINANCING

Article 22
  1. Members shall incur the expenses of the APTA activities on a voluntary basis until the General Assembly decides otherwise.
  2. The Secretariat under the approval of the General Assembly may seek for other possible financial resources, in so far as is compatible with its objectives, for its integral activities.

OFFICIAL
LANGUAGE

Article 23

The official language of the Association is English.

REVISION OF
THE PROTOCOL

Article 24

Any revision to this Protocol shall be prepared by the Secretariat and Liaison Working Group for the approval of the General Assembly by two-thirds majority vote of the Members present at the Annual Meeting.
